The program

What is the ODP program?

The Office of Developmental Programs (ODP) is the part of Pennsylvania's Department of Human Services that funds home- and community-based services for people with intellectual disabilities and autism. Instead of institutional care, ODP's Medicaid waivers pay for support where life actually happens — in the person's own home, neighborhood, and community.

Our role: Prestige Home Care provides In-Home and Community Support — one-to-one assistance that follows each person's Individual Support Plan and their own goals. In ODP's words:

“…provided in home and community settings to assist individuals in acquiring, maintaining and improving the skills to live in the community, to live more independently, and to participate meaningfully in community life.”

In practice that means support with daily-living skills, community participation, communication, and independence — planned with the person and their family, not for them, and delivered by our multilingual, multicultural Direct Support Professionals.

Three waivers, one front door

We serve individuals enrolled in any of ODP's three intellectual-disability/autism waivers:

Known as P/FDS — supports people living with their families or on their own, within an annual service budget.

A mid-level waiver supporting greater independence at home and in the community, also within an annual budget.

ODP's most comprehensive waiver, for people with significant support needs — including those living in residential settings.

For individuals & families

Who qualifies?

Eligibility for ODP's waivers is determined by your county program — but in general, services are for Pennsylvanians who have:

  • a diagnosis of an intellectual disability or autism spectrum disorder, at any age;
  • for children 8 or younger — a developmental disability;
  • or, under age 22, a medically complex condition;
  • plus financial eligibility for Medicaid (the county helps you establish this — many families qualify even when they assume they won't).

How to get started

If you are new to ODP —

Register with your county's Mental Health / Intellectual Disabilities office (the "Administrative Entity"). They handle the eligibility determination and connect you with a Supports Coordinator. Not sure who to call? Call us — we will point you to the right county office.

If you are already enrolled —

You choose your providers. Tell your Supports Coordinator you would like Prestige Home Care for In-Home and Community Support, and they will handle the rest with us.

How Supports Coordinators make referrals

Prestige Home Care LLC is a qualified ODP provider listed on the HCSIS Services and Supports Directory, accepting referrals for individuals enrolled in the P/FDS, Community Living, and Consolidated waivers across Pennsylvania.

We are based in the Hershey–Harrisburg region and welcome partnerships with Supports Coordination Organizations and county Administrative Entities statewide. We are glad to provide an in-service presentation about our services for your team.

To refer an individual

  • Email the referral and the individual's ISP to info@myprestigehomecare.com, or call (717) 750-1980.
  • We respond quickly with our current capacity and next steps — you will hear back from the administrator, not a queue.
  • We meet the individual and family where they are, review the ISP together, and match a Direct Support Professional — including language match wherever possible.
